What is reinstatement in piping?
Do you mean 'Recommission'?

Sometimes its possible to do all the right things and still get bad results

It means restoration of the site to preconstruction conditions.

"The pipeline running track and trench is reinstated to grade level using the topsoil that has been stored to one side of the running track during the first of the ROW preparation works. The intention during the reinstatement works is return the whole of the construction occupied areas to their former condition.

The key areas that require full reinstatement are the ROW, the construction camps and storage areas, the block valve sites and the new temporary access roads. The project reinstatement specification is generally based on the following principles:
•Disturbed areas will be reinstated to pre-construction conditions to the greatest practicable standards. This to include for bio-restoration, species translocation, reseeding and replanting and maintenance with the correct measures implemented to include for pest control, weeding and avoidance of introducing or the spreading of foreign/invasive species and notifiable diseases.
•There may be a continuing requirement for access along the ROW by patrols and for maintenance.
•Levelled working areas on side slopes and ridges may be retained to allow future access for inspection and maintenance.
•Disturbed areas will be stabilised to protect the integrity of the pipeline and minimise potential impacts associated with erosion, transportation and sedimentation of material from disturbed areas.
•Disturbed areas will be re-vegetated to achieve conditions similar to those that exist immediately adjacent to the ROW.
•Regular monitoring and maintenance of all reinstated areas will be undertaken until environmental requirements and goals are achieved. The commitment to monitor the success or otherwise of the reinstatement plan can vary and can be anything up to a period of ten years, The developer then remains the responsible body for any further reinstatement or erosion control work for the life of the development

As well as reinstating the pipeline ROW any temporary areas previously occupied by the construction activities must also be reinstated to their preconstruction condition As mentioned earlier (see Section 15.9) a record of condition report will have been undertaken before works begin and this will prove to be a useful tool in assessing what (if any) damage to land, property, access roads, etc., is attributable to the pipeline build and what is needed to reinstate the matter to its former condition should any repair be deemed necessary."

Mr pennpiper,
I mean Reinstatement of piping during Pre-commission activity and for the reinstatement inspection, what are all the points that we need to check?
Normally here in plants they are completing the full line structure as per drawing with original gaskets and 100% bolt torque.is it the correct meaning of reinstatement?
any one can explain little detail.?

Reinstatement in piping
Inspection of completed construction activity before handover to pre-commission
inspection activity usually contains these major points to satisfy
1. All piping components are installed or re-installed in their respective locations as shown in the P&ID. (i.e.: Piping, removable pipe spools, valves, vents, drains, spectacle plates, blinds, flange spacers, etc)
2. All in-line equipment & Instruments are installed or re-intalled in the respective locations as shown in the P&ID. (i.e.: Strainer, meter tube, straightening vanes, flow meter, orifice fitting, Pressure Indicators, Temperature, Temperature Indicatiors, sample probes, etc)
3. Pressure and temperature gauges installed are of the same range as shown in the P&ID.
4. Test plug to be seal welded. (if required)
5. Jack screw bolts installed in flange with spectacle plates. (NOTE : Not required if flange spreaders are supplied.)
6. All nuts and bolts of flange connections are fully engaged.
7. Gasket material shall be verified by visually with piping specification on reinstated flange
8. Bolt and Nut material shall be verified by visually with piping specification on reinstated flange
9. Travel stops of spring supports are removed (If required)
10 The pipe shall not be used to support other pipes and structures without an appropriate analysis.
11. Access is provided for equipment regularly operated or maintained or operated in an emergency, such as valve hand wheels, instrumentation, controls, and their associated manifolds.
12. Safety yellow-and-black stripes are painted on obstructions that persent bump hazards. (Concrete supports at the base of stairways or ladders, passageway pinch points, unguarded edges, tripping hazards).
13. Lifting equipment and devices shall be painted safety yellow and clearly marked with the rated capacity of the equipment in metric tons.
