Relations in an assembly

I have used SW 2007 in the past and now using 2012. In an assembly with just 2 parts. One part has a hole and the other is blank. I want to edit part w/o hole. add sketch and cut hole in blank part to match the other. In 2007 I can sketch a circle at any location on the sketch plane or snap to the org hole, then set the relations to the existing hole on the other plate and cut the hole. If I want to change the location of the existing plate, the hole on the other plate will follow. If I try to do this in 2012, When in relations, It will not let me select the existing hole. What has changed. It will let me snap to the hole but when I change the mates on the parts, the hole will not follow. I have searched in FAQ and have not found anything. Thanks for the help.

Guys. I found the problem. I searched FAQ again with different search words. This is the first time I have posted a question on here because I have always been able to find the answer with out it. The answer to my question is the no external reference button in the top left. Thanks
