Repair and Alteration to NB Registered Power Boiler

Dear Gentlemen,

We erected a power boiler and applied "S" Stamp after the hydrotest. Local regulation (in one of Asia country) requires newly constructed power boiler or parts be regsitered in National Board. This requirements had been satisfied by us (boiler manufacturer).

The client/owner question is, is it mandatory that any repair/alteration in future be an R or UV stamp? Or they could use an NBIC (Repair and alteration) as a guide without the application of R or UV stamp?

Local regulation clearly states that the new boiler should have an S and NB stamp.
Nothing for post-construction activity.

Thank you for your suggestion. We always told them that its out of the construction scope and they should check their local regulation.
But sometimes we cannot say no to the clients request, so we have to look any provision in the code or interpretation for their reference.

I was in the gulf area 6 yrs ago but my project assignment is now in southeast asia.

Can you cite any provision or statement in any NB code if you mean YES to (a)?

Cannot the code paragraph for you, most projects I've worked, it is the plant owners responsibility to authorize inspections, not the contractor.

Should there be a problem later due to any modifications you authorized, who will have to answer for it?

It's a good service to provide the responses to the Client question or request. But, IMO, it's mainly a Owner's responsibility to specify the "local" Code requirements, instead of the Fabricator. Of course, it's good for your business as a Fabricator who is familiar with the local requirements and can provide a product complied with them.

My thoughts : Is it mandatory well, what does the authorized inspector say? that's the person to consult. If your steam boiler is under inspection by an insurance boiler inspector get hold of him and he may say well, I can not issue a certificate of inspection unless the repair company or in-house personnel is certified by the National Board (NB) of Fired and Unfired Pressure Vessels and the appropriate stamps were bought directly from the National Board, and of course, secondly the insurance on the boiler will be voided. The NBIC is just a guide and can be used w/o the appropriate stamps but then there will be dired consequences to the owner of the boiler upon discovery . Remember in order to buy thoses stamps proper documentation has to be submitted to the N.B.
