Repairs ASME Sect 1/NBIC/Temper Bead P4-P5A material

Looking for an out for heat treatment. Not to save a buck...theres just no room.

Original ASME Sect 1. Wanting to cut a hole in a 1" thick 2.25cr header large enough to reach in to install a plug inside the header (plugging a tube from the inside). Will do this on both upper and lower header.

The process would be to cut a oval shaped hole in the header, remove the oval, fillet weld a matching material grade "cork" into the tube hole, re-bevel the oval we cut out to achieve full penetration, tig root, stick fill....preheat, good rods, slow cool under insulation, UT final....yada yada

Following NBIC Alternative methods 2.5.3 it appears that the most closely applicable sections are weld methods 2 and 4.

Original code of construction did not require notch toughness testing so it appears weld method 4 would match what I am intending to do the closest.

Reading further, it appears that both weld methods 2 and 4 are limited to " repairs depth pressure retaining... limited to welds not penetrating the full thickness"

Ie, as I read this...the exemption does not apply to any full penetration weld (unless section VIII vessels which this isnt) and therefore I may not utilize temper bead procedures in this case.

Is this correct?

Yes. However, we recently have revised the NBIC Part 3 for 2019 Edition to allow full penetration weld repairs on PNo-4 and PNo-5A base materials for steam service in addition to Div 2 vessels. The reason for originally limiting full thickness weld repairs using temper bead was to prevent mis-use of this repair method to install full penetration nozzles in the field as a means to circumvent PWHT.

What you can do for the interim is to partially fill the excavation, perform local PWHT and complete the weld joint with no final PWHT as a partial penetration weld repair.
 
To use the revise alternative welding method that metengr stated, if you cannot wait until the 2019 edition of the NBIC is published, then check with your local State Chief boiler Inspector. He may allow use of this revised method before publication. You just won't be able to R stamp the work.
