This thread address my issue exactly but was not answered: thread554-156077. In short, parts and assemblies declared to a layout show the layout parameters, but you cannot directly use them in a drawing note. Another relation in the part or assembly has to reference the layout parameter for it to show in the drawing.
Example: Layout parameter is order_num. In the drawing of a part that this layout is declared to the note reads: Order number: &order_num. This does not work. In the part relations you have to create another relation and set it to the layout parameter and then the note works: part_order_num=order_num. Note is entered as Order number: &part_order_num. This works. Any way around the extra step?

You probably need to add the session ID to the parameter:

&order_num:##

There's a couple of ways. In drawing mode I go to Info/Switch Dims (there's an icon for it too on my drawing toolbar). That will switch dimensions from their numeric value to their symbolic value. Every dimension will have the session ID after it so just note the correct one for the model who's parameter you want to use.

This doesn't work in layouts, nor does going to the relations and selecting show-session ID as there is nothing to pick. I've used what you've described many times, it's just the issue with the layout parameters I can't seem to make work directly.

I had a similar issue come up a few years back that was addressed by this thread:

...where I was trying to display the name of a parameter set on a multi-configuration layout drawing. As stated in the post, I was on WF2 at the time. This might help a bit, but I think your situation is slightly different.

I finally found some info back from 1997 and 1999 on PTC's website that said to create a local parameter to report the parameter as the fix. So I guess the need for this to work just wasn't every high enough to add it into newer releases.
