Require hardness test after PWHT 1

Dear my firend,
Spec my client require hardness test after PWHT for structure steel (WPS folow AWS D1.1). How to raise STQ to client waive this requirement.

Talk to the client and ask why they want hardness testing for structural steel. The requirement may be for QC purposes, which for carbon steel is unnecessary. Instead, provide some other means of PWHT verification like strip charts or other forms of documentation that can be traceable back to a weld joint or charge of material - if PWHT is done in a furnace.
 
Could be an offshore structure exposed to cathodic protection which may account for the hardness criterion. Any reason why the test cannot be performed?

Hi Sjones,
Previously project Spec not require, but spec incoming project require. If we performed, the cost increase (many point hardnes need to performed)
 
Did you receive a copy of the specification with the tender documents ?
Was your company aware of this requirement when you put in a price for this job ?
If nobody read the contract documents properly because as you said "previous specification not require it" then you have no one to blame but yourselves.
Please remember, a client can specify anything they want in a specification - no matter how crazy it may seem.
It is your job as a contractor to review that specification thoroughly before pricing the job - making sure you include the clients seemingly crazy requirements in your price.
