Required Allowable Loads on Skid Tie-ins

Our Client is asking to consider in designing of a skid that anchored tie-ins shall have allowable forces and moments (absolute typical values for all tie-ins is given by client).

What is the proper way to consider those loads in Caesar?
Shall i use the typical values as they are or there is any factor? and in which direction ?
