Required Thread Engagement for Bolt Tensile Strength

Is anyone aware of texts that will allow me to determine the necessary thread engagement to achieve the AISC tensile strength of a bolt/threaded rod?

I have a 3/8 HRS plate being bolted to a tapped 3/4" HRS plate with 3/8" bolts. The client will most likely want stainless bolts, as I am sure that could affect the responses. I know I can easily achieve a nuts depth or (1) bolt diameter engagement, but this connection made me wonder if there was something out there that gave a threaded connection strength based on number of threads engaged.

Thank you both. The link provide by desertfox is probably more applicable to my application since my threaded plate is probably weaker than my bolt material. I will find out for sure when the client lets me know what type of bolt they want to use.
