rescue system for user of fall arrest underground mining equipment

Hi

Has anyone seen a rescue system composed of a Davit arm equipped with a winch that you fix to something with a strapping system (like the straps use to secure cargo on a truck). We want to use such a flexible system that will be fixed on a temporary basis on the giraffe's basket to go over orepasses to be able to rescue someone that was using a fall arrest system.

I found only one supplier so far and I am having problems with certification.

The problem you will have here would be that Temporary basis would then become permanent because management says "it works".There are a few design rules here that would probably clash with the idea of using the winch/ratchet.If someone was using a fall arrest system and was in need of rescuing would or could you eliminate the hazard by redesign?
I like the idea but Im sure there is a safety equipment supplier or mountain climbing equipment manufacturer that could definately be of help.
