I am confused whether 8 psi or 15 psi should be used for private residential dwellings (4-plex). Code book I have says 15 psi for flushometer valves and 8 psi for flush tanks. Plans don't call for flushometer valve toilet, so do I automatically use 8 psi or am I missing something?

The code book is referencing the minimum pressure required to operate the fixture.

You use this to get a uniform pressure loss so you can size your water piping.

You should use the 8 psi since you are not going to use flush valves. If the plans change and you use flush valves, use 25 psi for the flush valves. 15 is too low.
