Retaining wall bearing on sandstone 1

Designing a retaining wall along a stream/ditch. There is a sandstone outcropping about 3' to 4' above the bed of the stream where we are setting the retaining wall. I am thinking I can place this retaining wall on this outcropping and dowel it into the sandstone and not worry about frost depth or scour. What do you think?

I that it sounds reasonable but I'd want to get some geotechnical help before committing.
