Retrofit California Moment Frames

I am looking at upgrading a 1980's Northern California, 2 story, flexible diaphragm building that has existing moment frames in one direction and braced frames in the other. For the moment frames, other than the FEMA 300 series, 451, 547, AISC Design Guide 12, AISC 341-05, 358-05, are there other publications, design guides or references that might be of help to me. There is not a composite floor slab, and I am assuming it will be an OMF. Would the FEMA 351 WCPF cover plate connection with possible new web doubler plates and enlarged continuity plates be a good choice?

The building or portions of the building need to remain operational to some degree during the retrofit.
