Revision vs. New Part Number? 2

I would like to get the group's input on the rules governing revising a part vs. issuing a new part number.
As I understand it a part gets a revision level increment if the part is interchangeable (form/fit/function). When the part/assembly is not interchangeable it gets a new part number.

Here a part/assembly gets a revision level increment if the part is interchangeable & backwards compatible. If this is not true it gets a new number.

I agree with [blue]alexit[/blue], the parts has to be backwards compatible as well as meet fit/form/function requirements to only get a revision change. If it's not backward compatible or does not meet F3, it should get a new part number.
