RISA 3D - Quad Submesh Not Functioning as Expected

I've run into this problem before. I'm trying to model a W6x20 in plate. I modeled the flange using one large plate. I then tried to submesh it using the quad submesh tool. I want 1/2" square elements, so I told it to submesh using 12 elements along the 6" wide flange (okay, I actually did it as 2 3" wide elements and tried submeshing with 6 across the side, but it's the same thing). See the attached photo for the result. It's a 4' long piece, and it did the same thing along the side that I specified for 96 elements.

Has anyone run into this before? Does anyone have a solution?

Check your merge tolerance. This is set on the solution tab of the Global Parameters... under the Advanced button if you've got one.

If the merge tolerance is set to 2" or so, then the merge tolerance isn't consistent with your mesh size and the program is essentially creating the plates, but merging them together.
