Hi, what risk category should I use for a canopy, industrial equipment, and pipe rack all located at a winery. I am leaning towards risk category II for all three since I do not think anything at the winery poses a risk to the public even when there is an accidental release.

I would base it on the occupancy. If it's just a winery, then II is probably correct. If it has a large tasting room, then you may need to bump it up to III. Read the commentary for ASCE 7 section C1.5.1. It has a lot of good insight.

As for wine falling into the "facilities that manufacture, process, handle, store, use, or dispose of such substances as hazardous fuels, hazardous chemicals, hazardous waste, or explosives" that contain "toxic or explosive substances where the quantity of the material exceeds a threshold quantity established by the authority having jurisdiction and is sufficient to pose a threat to the public if released"...I'm going to go with probably not. If it's being built on the edge of a nature preserve with a particularly fragile ecosystem with rare/endangered animals...sure. If it's being built right next to an open well that provides drinking water for the town...go for it. But outside of these two rather remote scenarios, it wouldn't be classified as toxic. And if there is a concern, it's best mitigated by using secondary containment and drip pads rather than building a building to RC III loading.

If it is in an area under the jurisdiction of a building official, run it by him/her. if not, I concur with Pham.

How about the Great Whiskey Fire?
What I like is that there were 24 hospitalizations for either drinking too much of the whiskey or drinking hot whiskey.

If there's a disaster I'm probably going to need wine. So I propose that it's a post disaster facility.
