Roadway over Subterrainian Parking Structure

We have a possible project with a 4 lane roadway over an underground parking structure with 2 levels. Do you apply AASHTO code to the roadway and ACI-318 code to the parking structure? Or ACI-318 to the entire structure including the roadway?

One issue for example is for transference of loads down from the roadway structure to the parking structure. I assume that a dead load from the roadway would be factored per AASHTO for the roadway design, but when the dead load is transferred down to the parking structure it would be factored according to ACI.

I'd probably use an AASHTO HS-25 loading...

The DOT will demand that everything in their ROW be designed per their standards. This will be extremely hard since their standards do not really apply to parking structures.

Prepare to pull your hair out.

One way to look at it is to have the highway bridge over the structure using their standards and then design the guts using standard parking structure info.

There might be a reasonable person in the DOT you are going to deal with. Good luck finding him.
