Rolling shell more than once

Refer to ASME BPV Sect. VIII Div. 1 Para UG-79 & UCS-79, states that
shell may be formed from plate, provided requirement both of
paragraphs above are satisfied. Finished formed of shell shall be
satisfied with Para UG-80 (a).

Question :
May I to perform rolling plate more than once due to a
mistake of the finished diameter during rolling?

Additional data :
Plate SA516-70, nominal thickness 1.0"
Finished diameter on first rolling is 610 mm (OD), it's a mistake due to we ordered finished rolling is 610 mm (ID)
Finished diameter on second rolling is 610 mm (ID)
We have inserted additional plate with 500 mm (measure as long as circum shell) that have been forming before inserted.
Further more there are two long seem on this shell. The distance of first long seem to second long seem is 500 mm, it's satisfied as per UW-9(d)

Re rolling is not normally a problem as it is just part of the normal forming process.

Did you welded the long seam on the plate prior to re rolling or was it added to increase the dia?

Was the strip strip added prior to roll or in other words did you did you put two plates to gather to make the shell?

Please comeback with a few more details, like overall dimensions of shell and strip, long seam separation on insert, etc.

 
If I take the first diameter (to get the shell plate length required): (610 mm OD - 25.4mm) * 3.14 = 1836.57mm

And the second diameter (to get the shell plate length required): (610 mm ID + 25.4mm) * 3.14 = 1996.17mm

Difference= 159.6mm.

Why is it an additional 500mm?
