Uncured silicone will dissolve in naphtha and probably acetone. Once cured, silicone will not dissolve but it will swell and become much weaker and easier to rub off.
Dichloromethane degrades silicone so it readily breaks up using mechanical means, however it also attacks light metals and almost all organic materials, plus it's a probable carcinogen.
How long did you leave it? I'm not aware of anything which breaks down RTV immediately, you will need to leave it to soak for an extended period until the RTV starts to swell and weaken.
