SA 350 Flange Manufacturing

Hello,

I would like to learn if S355JR material can be used as SA 350 flange? I saw some material test certificates and raw material certificates for flanges. The manufacturer purchased S355JR raw material and certified as SA 350 finished product. How it can be possible? Just mechanical properties and chemical properties values enough to proof? I think this is scam.

Dunno - some reason the S355JR material wouldn't work (it sounds like it's just a mild steel) for the class of flange you want?

If they did all the testing required for SA350, then sure - the material needs to meet requirements of ASTM A961 per the A350 standard, which controls heat treatment, chemistry etc. I think there is (beyond just mechanical and chemistry) a low temperature impact test requirement for SA 350 flanges, they would also need test data for this to show compliance. I'd ask for the supporting test data if I was worried.
 
One is a structural steel with impact properties at room temperature. The other isn’t.
 
They said that they performed all the additional heat treatment and impact test and verify the final product. SA 350 refers melting process, however I did not see any melting record.
 
A350 also requires that the material be a forging. Does the documentation demonstrate that the material is a forging?
 
There is a conformity words " The products are forged". The raw material seems produced from molten iron. Additional low temperature impact test has been performed.
