SA 36 section 7.2 product analysis ask

ASME section 2 SA 36 section 7.2 states that product analysis shall be performed as per table 2 , subject to product analysis A-6 tolerance

7.2 The steel shall conform on product analysis to the requirements prescribed in Table 2, subject to the product analysis tolerances in Specification A 6/A 6M.

SA-6/SA-6M 7.2 Product Analysis- for each heat, the purchaser shall have the option of analyzing representative samples taken from the finished structural product...

Question: is SA36 governing here or do I have to refer to A-6 where "Product analysis" guidelines states purchaser permitting testing.

My interpretation is that it is discretionary on purchaser request for chemical/product analysis since mill also only does heat analysis.

I'm not sure I understand the question.
There is probably another clause in SA-36 that references SA-6, not just the tolerance statement mentioned.
If the standard says the purchaser has the option to do something, then doing that something may also be at additional cost, or may be available in selected cases only. If you're negotiating a purchase with a mill, you have some options. If the product is already produced and shipped halfway around the world, your options may be limited.
 
If you ask for the product analysis in the order or spec then they must provide it.
Unless you say otherwise the tolerances in SA6 will apply.
The product spec SA36 is the most important one in this spec chain.

Thanks Jstephen and Ed this helped me locate the SA-6 reference for in supplementary requirements where purchaser option stands for non- nuclear products.
