Please someone explain me on what basis the saddle is designed.
If any one have step by step procedure to design the saddle, baseplate and anchor bolt. please share.

The basis is that the saddle has to accommodate the envisaged loading transferred to it from the vessel and be so sized as to not cause overstress within the vessel wall. All envisaged loadings should be considered in the design!!!

I understood that this saddle has to bear all the longitudinal force and transverse force due to wind, stress caused due to the self weight of vessel.
If you have manual calculation to understand deeply kindly share it with me which will be of much useful to me..
 
Refer to the various pressure vessel handbooks available for a discussion of saddle design.
 
The most common design procedure that I have seen is based on a Zick analysis. Most pressure vessel textbooks have a procedure for saddle design, and reference Zick.
 
Two issues: (1) Stresses in the shell. Zick paper addresses this. (2) Saddle components (web plate, stiffeners, base plate, etc). Zick paper does not address design of the saddle structure itself except to define the "saddle splitting load".

As JStephen suggested, refer to one of the many pressure vessel design handbooks ('Bednar', 'Moss', etc.), although it's likely that they don't have too much to say on issue (2) above.
 
If you have "nothing" you can allways calculate it using saddle force and moments. You take a horizontal cross section and calulate the moment of innertia. Then you can calculate the stress at the outer most fiber and check it with your allowable stress.
