1. Can we classify Blowdown Valves and Shutdown Valves as safety relief valves?

If you mean as in ASME safety relief valves, no.

In a HIPPS, there are "blowdown" and "shutdown" type valves, but they are to a reliability, maintenance, instrumentation and everything else in a HIPPS, much higher requirement.

So, in general, the answer would be that blowdown and shutdown valves are not safety relief valves.
