Could anyone tell me what the effective length of a scaffold column would be, if not could someone tell me what constitutes an effective length or even give me what horizontal force needs to be catered for to provide a restraint level.

Are you designing using something like Shore-X scaffolding?

If so, a good resource would be the Caltrans Falsework Design Manual found on their web site. Otherwise, you'll need to get specific manufacturer's data for the product being used as they are all a little different.

Look under Manuals and Forms.

They require a minimum horizontal load of 2% of the total supported dead load. For structures greater than 30 ft in height, the wind load will usually govern.
