Scaling Question

We have a standard title block for a 24"x36" sheet of paper. So I have that in the layout mode, and I design the projects in model space. When I go to layout, and make a viewport, how would I get it to a 1"=30' scale? I try to change the scale on the viewport to 1:30, but that doesnt work, and the 1/32"=1' is the same thing as saying 1"=32' which isnt quite what im looking for. I try to do a custom scale and after i press enter it doesnt do anything. What can I do? Thanks in advance...

I'm used to using "zoom" in the viewport to set scales. If in modelspace you used decimal feet, and in paperspace you're using inches, the zoom scale would be "1/30xp". If you used architectural units (inches) in MS, the zoom scale would be "1/360xp".
 
You can also click on the viewport and type in CH or CHANGE. The properties dialog should come up and let you change it there.
