scatter plots on two axis

Can I create a scatter plot on two sets of coordinate axis? ie Y vs X on left axis vs bottom, then cross plot Y' vs X' on right axis vs top.

At this point,the x-axis must still be on the bottom (commom scale) for both the primary and secondary y-axis.
