There are 4 new spools to be fabricated and installed as boiler external piping. Shop fabrication is welded, field installation is mechanical assembly (flanged and bolted) only. I understand that Form P-4A is needed for fabrication, but is From P-4B needed for field installation of these spools? If so, is a field hydro test required if a shop hydro was done for fabrication?

Anyone can assemble it without a stamp, as long as the welded portions of the spool pieces have had a shop hydro your golden. You should only need a P-4A and shop hydro.
 
Thanks for the response aslav. This was our conclusion as well.
We looked at PG-109.4 but were a bit unsure on how to read the part "....which contains no pressure boundary welds....". Does this refer only to field installation or welds or those that were part of fabrication?
 
I had this same issue. After consulting my AI we concluded that since the welds had a shop hydro they are covered and the spool piece must be stamped. The attachment of the flanged connection can be made without further documentation. I would suggest talking this over with your AI first and possibly with the jurisdiction just to be safe but thats how we read it.
 
Check with Jurisdiction...if these are new boiler installations, jurisdiction might want Form P-4B completed. If these spools are being installed on existing boilers, jurisdiction (like TN) might want the installation documented on Form R-1 and noted as Mechanical Repair on Line 10 remarks (as this piping is between the boiler and valve). Definitely need Form P-4A for shop construction.
 
BEP is B31.1 Jurisdiction and needs Certification once is assembled. Mot States/Jurisdictions will allow a non stamp holder mechanically install flanged spools even if certification is required.
Sect I indicates that 2" piping (mechanically assembled) can be put together by a on-stamp holder. Is yours 2"NPS or less?
