Section IX-Welder Qualification with unassigned base material

WPS used for welder qualification has unassigned based material, what is the based material (25Cr-35Ni) qualified range for this welder? is it just for this unassigned base material?

No different than if the welder qualified on assigned base material. The welder would be qualified to weld this unassigned material in accordance with the requirements of Section IX.

Actually my confusion is from QW-423.2. The base material for WPS is 25Cr-35Ni (HP mod), which is not ASME material and no P number per Section IX.
In the welder qualification record, can I put P number 45 on the WPQ, qualification range to "P1 Thru P15F, P34, P41 THRUP49" per QW-423.2?

Here is what QW-423.2 states
QW-423.2 Metals used for welder qualification conforming
to national or international standards or specifications
may be considered as having the same P‐Number
as an assigned metal provided it meets the mechanical
and chemical requirements of the assigned metal. The
base metal specification and corresponding P‐Number
shall be recorded on the qualification record.

Because the HP modified lacks the ductility requirements of any P4X material, you may not assign a P-4X to the HP modified matetrial. Qualification of the welder on the HP modified alloy permits the welder to weld HP modified unless the Owner will also permit permit the welder, so qualified to weld other unclassified alloys.
