I am trying to determine the number of HAZ impacts to be taken in accordance with the new edition of the Code. I typically qualify plates that are 1.5 inches thick with a partial penetration groove of 3/4 inch. Fig. UG-84.5 seems to specify CJP welds with "t" being the base metal thickness. Since I am welding partial penetration welds, can the weld metal thickness be "t"?

Yes, the weld thickness is t because beyond this it is all base material and is not affected by welding.
