Seismic Design for Stone Blocks 1

I designed anchoring for stone blocks (dentil stone, wall band stone, coping stone) into a msonry wall for an existing building in NY. The anchoring design was based on the dead load of the stones. I received comments saying to design for seismic. Can anyone provide guidance on how to go about seismic design for stone blocks?

Is this a new wall or existing wall? Free-standing wall or part of the building?
 
I can't help wondering, how big are the stone blocks and what is the purpose of the design? I assume that it is safety but safety against what?
