Seismic force of MAT foundation support by pile which and MAT are not buried in soil

I need suggestion in case of MAT foundation support by pile and MAT are not buried in soil. My question is does mass of MAT will induce lateral force to pile?. If yes , how to calculate or which code can reference to determining it. Because of consultant ask me about lateral force of pile compare to lateral capacity of pile. Gratefully for any suggestion or any idea.

It seems reasonable to me that the mat will experience the same acceleration as the surrounding earth. You should be able to convert that into a force using F=ma.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
