The Profis program indicates that for seismic analysis the steel has to fail (highest utilization) before the concrete. I understand the hierarchy of the failure mechanism, however, I can never get the utilizations to work out in practical situations. As I play with it, it seems that you would have to have deep embedment, lots of edge, perfect spacing, and small diameter anchors. I'm wondering if this is the case for others.
My situations are usually wall mounts with very light tension loads (everything is <30% capacity) and the seismic requirements for these structures is limited.
