For the sake of argument, a section of bus is removed from service. Breakers are opened, disconnect switches are open and associated ground switches are closed. When restoring this bus, i feel ground switches should be opened followed by the closure of the disconnect switches. Is there a standard for doing this? Disconnects or grounds. What's operated first?
Thanks for any help.

The opposite order used to shut down. Grounds are first things to remove. If you start closing other disconnects first you will close into a ground some day.

I would actually want the ground switches interlocked with the disconnect switches. You can usually use a keyed interlock - one key 2 locks so only one switch can close at a time. It will keep you from closing into a short some day.
