Is there any information on what is considered a "wet service condition" according to the Canadian Wood Council? My specific situation in question is a beam used to support a concrete q-deck on the exterior of a house. The beam is almost completely covered by the concrete.
 
If you have the 2010 Wood Design Manual then refer to pages 616-619 (Reference Information). Otherwise the commentary on the code is somewhat useful when discussing the service condition factor Ks (page 689).
