Hi
If we assume an infinite clayey silt soil that's overconsolidated with regards to effective overburden pressure plus applied stresses, then the soil receives water from drainage leakage underneath the foundations, does settlement initiate in these conditions.
For the record, water contents measured are closer to plastic limits and both bearing capacity for undrained and drained conditions are verified.
Thank you

regardless of what soil mechanics principals tells you, a leaky drain beneath a foundation almost always causes problems if left long enough with a decent amount of water.

Water reduces capacity, leads to loss of fines, erosion etc. All these things can cause settlement.
