severe CUI at the skirt of vessel

Now, we found severe CUI attack at the skirt of vessel as detail below:

Vessel size: 6'6" dia x 17'2"heigh
Material: SA516 Gr.70N (shell, head and skirt)
skirt nominal thk: 12.70 mm
remaining thk.: around 3.50 mm entire the circum. of skirt.
empty weight: around 85000 lbs
const. code: ASME VIII Div.1-1995

External skirt condition found severe CUI attack.
Internal skirt condition found slight CUI attack.
Shell & both head still in good order.

We thick this condition can leading to vessel collapse.
-How to remedy this problem?
-How to determine skirt min. required thk.?

You know everything about the vessel -height,diameter, weight, materials. So do the maths and establish the minimum thickness required of the skirt for envisaged loading - i.e operating loads and wind loading or seismic loading as thecase may be.

Think your deductions are correct - severe thinning of the skirt can indeed cause collapse of the unit. The remedy is to strengthen the skirt of the vessel to provide as much thickness as is required by your calculations.
 
What type of junk are you running in your attachment? Text was in some unknown script(looked like Yeddish script) with flashing signs about girls.
