I doubt that any code deals with shadowbox fences. Consider it solid, like a wall. That is conservative but reasonable.

I'd probably just say it's reasonable to design it as a solid wall. When you look straight at one, you can't see through it. Can wind get through? Sure, but it has to make a couple of 90 degree turns to do it. The drag of the wind trying to get through those small openings will be enough to slow it down and make it behave essentially like a solid wall.

even more when the wind direction is not perpendicular

Thanks for your input. I have assumed it as a solid wall until I came across the article. The drag coefficient might be a factor in design optimization, but I do not see the reduction in wind pressures being significant.

I suspect the effects on a porous fence would be greatly reduced... but, conservative to design for something else if no information is available. From a course I took in windloading several decades back (and, I haven't kept up), wind pressure is based on descrete locations and not globally or a large area... it is a measure of the maximum pressure at that location and says nothing about the pressure a foot away... gusting is on top of that... for this reason, with a porous membrane, being able to 'disperse' pressure in an easier fashion, I would think that the pressures would be significantly reduced... not know how much. There is one publication on the design of chainlink fencing that provides a formula... I'll try to dig it up...

Rather than think climate change and the corona virus as science, think of it as the wrath of God. Feel any better?
