This is the latest and greatest, but the 15th Edition AISC pages you want are:

page 10-153: Single-Plate Shear Connections to HSS: This has your punching shear equation from eccentric bolt groups as referenced in the commentary on 16.1-467.
page 9-16: Out-of-Plane transverse loads: This covers moments and axial loads in and out of the tube wall.
