I want to create a flange that is rolled or stepped around at a 2.500 dia that will then weld to a 90* flange

SW cannot create a circular flange in its Sheet Metal module. To be able to do that would involve the material being stretched & thinned in certain areas & SW cannot handle that.

You can make a regular solid model, but obviously you will not be able to flatten it.

I am not sure if you are talking about making a part similar to the "rolled" part of a hinge, but in SW Help, do a search for "Miter Flange". There are several topics, but the first one should be "Miter Flange". The first hyperlink is "creating a sketch for a miter flange with arcs". Also, scroll down on the first page to see an example of creating a miter flange with arcs.
