Is anyone aware of an analytical (non-FEA) solution of how to calculate the allowable forces and or moments that can be imposed on a roof manway of an API 650 oil storage tank? The roof is a self supporting cone design, and the manway is not located in the center of the roof. I think the failure mechanism would be local buckling of the roof plates, due to the compressive loading, large (local) radius of curvature, and thinness of the roof plates. Any help would be greatly appreciated. I’d even settle for the double infinite Fourier series type of solution that is common in analytical plate/shell mechanics.

Have you looked at Welding research Council Bulletins? There is a very old one (WRC-107) which calculates localized stresses due to external nozzle loads. It has been updated and now has a different bulletin number which I'm sorry, but I can't remember what it is but if you call them they can tell you which one replaces it. The number I have for them is (212) 705-7596, and I have their address as United Engineering Center
 345 East 47th St.
 New York, NY 10017
That comes from an old copy of the bulletin so area codes etc may have changed by now.
There's also a book by Henry Bednar, "Pressure Vessel Design Handbook" that covers external loads on nozzles.
Both of these references are geared toward a nozzle in a spherical or cylindrical shell, but I think they can be manipulated to give you good enough results.
I hope this helps,
Tom W.
