Should tie contact or embedded region be chosen?

Hello, I am working on solid parts in abaqus. I have a rebar welded inside a large block of concrete. After the loading process, stresses and damages in the iron and concrete blocks are detected. I defined its materials as nonlinear. But should I make an interactive "tie" or "embedded region" between rebar and concrete?

thanks

Tie can be used if you have a cutout for the rebar. Otherwise (when there's an intersection between the parts), you should use the embedded region constraint.

Thank you for your answer.
If I need to give more details; inside the rebar concrete block. I use tie contact on the surface where the concrete and rebar come into contact. The gaps and stress between the two solids are important. No penetration allowed. There is actually molten metal between the concrete and the iron. It provides the connection. I'm very confused at this point. I analyzed it as a tie, unfortunately everything could be wrong.
