Sideloader Lift/ Electric Fork truck Lock Out program 1

Does anybody have an effective program to lock out an electrical/ battery operated lift truck, walkie, or sideloader lift? Our policies dictate that "tag only" is unnacceptable and locking the battery only deters the use of the vehicle since they could just change the battery. The problem being that these vehicles were not designed to be locked out. Our company is very safety concious, however, so a physical means to lock out is required. We need to try to do this without spending a lot of money on costly modifications. We have determined a couple of "shade tree" ways to do this, but I was curious if anyone had run into this issue before and what was done about it. Thanks in advance.

I have seen electronic keypads to enter a code that can be changed, in order to use equipment. Steering wheel locks on some equipment, simple lock boxes to cover the electrical plug on the battery connection, etc. But the best way, where I work, a person only operates a "locked out, safety tagged piece of equipment" once, and then no longer works there, set an example.

That is how our old program works (tag only, with accountability). The new one requires a physical means of preventing access to hazardous energy. It may be overkill, but policy is policy. Our lifts have the keypads which were mentioned, but they don't disconnect energy, just prevent the lift from being operated. Same with steering wheel locks, etc. The goal is to have no electricity or energy of any sort in the vehicle (or available to it) once it is locked out.
