The quick and dirty method is to put a close signal on the breaker and hold it, then with the close signal still in place, instate a trip signal. The breaker should open. When you remove the trip input, the breaker should remain open. You should have to drop the close input and reinstate it to close the breaker.
That's pretty generic. An examination of your breaker's copntrol scheme may dictate other methods.
