Simple CANBus Timer

I am after a very simple (cheap) device that will read a variable from a canbus network (J1939-11, 2.0b, automotive spec.) and start a timer depending on that value, when the timer runs it should switch a relay. ie. when the CANBus value remains at 0, the timer commences, and if at anytime the value changes the timer is reset and starts again when the can value reaches zero again.

Does any such device exist as is? or a very simple PLC or intelligent relay which can be programmed as such by a complete novice?

Any help at all will be greatly received.

No, not really, but thanks anyway.

The device I want is for a timed engine shutdown. I used to use a standard timer relay and microswitch for the old mechanically controlled engines, but now am using EuroIII with FBW throttle so no moving parts (can't really fit a m/s in throttle pedal either). So figured best way is to take thrott posn. off canbus...?
