simplified wind load procedure

In ASCE7-98 when using the simplified wind load procedure, a consideration in the tables has been made for enclosed and partially enclosed buildings. In the 2000 IBC procedure for simplified wind loads, it does not appear that the difference between enclosed and partially enclosed buildings has has been considered. Can someone explain why this is, or am I missing something? With the IBC 2000, can I use the the simplified method regardles of the building enclosure classification? Why are they different?

In the first section of IBC, 1609.1.1, loads shall be determined in accordance with Section 6 of ASCE 7. You should use the simplified method for enclosed structures only. If in doubt do the calcs per ASCE to verify.
IBC 2003 has revised the introduction to 1609.6.1 to read... like....that the simplified method shall be used for enclosed buildings with flat, gabled......
