Simulators for fossil Fuel plants

Anyone know anything about - use Fossil fuel power plant simualtors? If so why do plants buy them if they don't legally have to?

Generally, any simulation is a helpfull process to understanding a related real phenomena. One may discover better information to modify the real phenomena for various reasons, e.g. safety, technical, financial, environmental, administrative, etc. In many instances, the simulation results of the related reality pay off.
 
Thanks, that sounds quite useful, I guess my next question is why do some plants have them and others do not?
 
That appears to be the plant business prerogative, business practice or policy.
