Anyone heard of the term "Skeletal Parking"?

Google only gives me one reference, to a collapse of a multi storey parking structure during construction, where it discusses "the skeletal parking structure". I take that simply to mean the partially built steel skeleton (also the title of the classic book on Plastic Thoery by Prof J. Baker and others).
 
Yeah, thats what I would anticipate it to mean. My boss asked me if I've ever heard of it. Sounds to me like a steel framed parking garage.
