What does it mean when part of a sketch appears blue while part of a sketch appears green?

This happens while viewing the part in the modeler, with no sketch active.

It could just mean that somebody changed the color of one of the curves. Usually if you jump in and out of the sketcher and maybe adjust one of the constraints, then the default colors right themselves when you go back into modeling.

It sounds unlikely but I didn't manage to otherwise duplicate your problem by creating a Sketch in NX-3.

None of the colors were manually changed for any of the curves. I tried adjusting some constraints, but they colors remained the same. Any other thoughts as to what the green and blue mean?

This is a long shot, but go to Preferences -> Work Plane... and select the 'Display' tab. Which option in the 'Objects Off Work Plane' list is checked? If it's NOT 'Normal display', change it to 'Normal display' and hit OK.
