We fabricated new reactor d=3m H=7m on skirt with 8 anchors
Is there any mandatory to use template for anchors beneath the skirt

The only place I recall seeing template requirements has been in customer specifications.
 
You make the template to match your skirt base, then you send it to the guys on site to prepare the concrete and predrill in the positions and install the anchors in place before the reactor arrives.
Make sure you match the exact orientations for any deviations during reactor manufacture.
 
Your question is vague. Template is for construction to set the anchor bolt locations correctly to match the hole on skirt base ring. It is not mandatory as long as your buyer is not asking. But you shall ask if they need it.
Here is what we do in every project:
For skirt supported vertical vessels supported on concrete foundations, Seller shall furnish two (2) anchor bolt templates, one as a gauge plate to remain in the shop and the other one shipped to site by the field need date. Bolt hole size for the site template shall be 3 mm (1/8”) larger than the anchor bolt diameter. The site template shall be double-ring with template height the same as the anchor bolt chair height; or single ring only if the skirt base design is base ring with gussets. Minimum thickness shall be 10 mm (3/8”) for double-ring templates and 12 mm (1/2”) for single-ring templates. The template shall be segmented, match-marked and adequately braced to avoid distortion during shipment.
