Slide Cutter with Scale - PLEASE HELP

I need you valuable support with ideas around an Slide cutter with scale, to cut vectran threads (same resistance as nylon threads) MAX OD 2 mm with lengths from 2mm to 20 mms

very easily to cut with a razor blade over an scale, but i need to resolve the safety concerns plus to increase the cut capability (exact lengths),

Are there any out of stock manual options???, we already explore office depot cutting mats with not good results (not reliable, cheap broken).

Not photography nor photo-type films, but I use sandpaper slide cutters for that kind of slicing.
 
I would make parts the same length as the threads, possibly tapped** to let the screw be fully installed from one side with excess thread exposed on the other. To avoid having to turn the screw so much, counter bore so only a few threads are on the trimming side. You can use a small wood plane or chisel so fingers are well clear of the sharp edge.

**Tapping helps keep the screw from backing out, but it may be that it isn't required.
