What is the proper surface preparation designation (SSP-?) for slip critical connections?
Would it differ if an S/C primer is applied?

i remember in the shop drawing my senior engineer just commented "no paint". i dont know if it's right though.
 
It can be a little more than just no paint within the 13th Edition. There are a few different coefficients and allowable values depending on the surface condition. If you wish to reduce the bolt size you can call for wire brush roughening of the surface and this will increase the capacity of the bolts. I do not remember the exact section within the 13th but a quick search and you should be able to locate.
 
For Class A Slip Critical - SP 2 (Hand Wire Brushing)
For Class B Slip Critical - SP 6 (Blast Cleaning)

For either case, blocked paint or paint with equivalent slip coefficient is required. If galvanized wire brushing of the faying surfaces is required before installation.
